WSCA Small Parcel Delivery Service - State Agency Information

State Agency Information

  • Although these contracts have been established based on WSCA contracts, there is no maximum dollar limit on orders placed against these small parcel delivery services contracts.
  • Review by the DGS Office of Legal Services is required for contracts valued greater than $50,000.
  • State agencies must have approved purchasing authority to use these contracts. Click here for information regarding purchasing authority.
  • The new contracts are not mandatory, but DGS expects they will be used extensively as they represent substantial savings over prior contracts.
  • If the contracts are not used, agencies may conduct competitive bids and establish separate contracts subject to DGS approval per the State Contracting Manual.  Rates should not exceed contract rates.
  • If an agency selects a contractor that does not provide the lowest price, the agency must document the business reasons supporting the selection and maintain the information for audit purposes.
