Background
In 2006, the DGS participated in a multi-state competitive solicitation by the Western States Contracting Alliance (WSCA) for small parcel delivery services.
WSCA awarded contracts to four carriers:
- DHL Express USA, Inc. and FedEx Worldwide Services provide Intrastate, Interstate, and international delivery services.
- California Overnight and Golden State Overnight provide Intrastate Ground and Pouch (next day) delivery services within California only.
As allowed by the WSCA base contracts, California entered into Participating Addenda with the carriers to add terms and conditions, including those necessary to meet statutory requirements. Contacts are valid through August 27, 2007. These contracts allow for four additional one year extensions.
