The Department of General Services (DGS), Procurement Division (PD), Office of Small Business (SB) and DVBE Services (OSDS) is required to collect, compile, and distribute annual statewide reports to provide statistical data on each agency's level of contracting participation for each fiscal year for the following:

  • Disabled Veteran Business Enterprise (DVBE)
  • Small Business and Microbusiness (SB/MB)
  • Consulting Services
  • Voluntary Ethnicity, Race & Gender (ERG) report

Various statutes established differing report deadlines to submit the reports above to the DGS. Assembly Bill (AB) 139 (Budget Trailer Bill, Statutes of 2005) established a new contract reporting statute with Public Contract Code (PCC) §10111 that revised the annual reporting requirements beginning in FY 2005-2006.  The DGS now prepares a consolidated submission that combines the statistics from all reports submitted by all State entities.  The DGS distributes the statewide information on behalf of all reporting departments to the various stakeholders.  To accomplish this, all State agencies, departments, boards, commissions and other entities that purchase goods, services, information technology (IT) goods and services, and construction of public works must provide a single submittal to the DGS Reports Coordinator.

Due Date:  August 1 for prior FY to DGS Reports Coordinator

The DGS offers training in how to prepare year-end reports in June 2007.  All forms and instructions are available at FY 2006-07 Contract Reports Requirements
