The 2006 California Small Business & DVBE Collaboration Conferences

The Governor's Executive Order called for a series of five events to focus attention on SB/DVBE contracting opportunities. The remaining events are designed as a series of regional events called "Collaboration Conferences."

The Collaboration Conferences would provide a 'Two-Track' offering
Structure Focus Participants
  • Track 1 - Focused Partnering Workshop
    for regional SB/DVBEs as well as
    workshops on:
    • How to become certified
    • How to do business with the State
    • Benefits of CMAS
    • Benefits of CSSI
    • Accessing On-line resource
    • How to utilize SB/DVBE Advocates
  • Track 2 - Invite Key "Business Sector Specific" representatives to participate in a professionally facilitated discussion to address barriers to increased economic success within their industry

The Action Summit would provide a Larger 'Two-Track' offering
Structure Focus Participants
  • Track 1 - A Large Scale Partnering
    Workshop for SB/DVBEs
  • Workshops on:
    • How to become certified
    • How to do business with the State
    • Benefits of CMAS, CSSI, Procurement Programs
  • Track 1 would occur throughout the day immediately following the opening session
  • Track 2 - Statewide SB/DVBE leaders would be invited to participate in keynote presentations from Governor Schwarzenegger, invited economic scholars and business leaders.
  • This track would be more 'presentational' in nature and would provide the Governor key opportunities to showcase his 'road-map' for continued economic success for the State and its SB/DVBEs
  • Track 2 would begin with the opening session (approximately 9:00am) and would end after the luncheon presentation (approximately 1:30pm)

The Collaboration Conferences would provide several key opportunities:
Structure Advantages Estimated Budget
Regional/Business Sector Specific Structure:
  • Provides key opportunity to present Governor's accomplishments to key stakeholders/industry specific thought leaders as well as Certified SB/DVBEs
  • 10 to 15 Business Sector Specific representatives would be invited to participate in a one-day facilitated 'round-table' discussion regarding challenges and barriers to success in their respective industry
  • Each Collaboration Conference would have 2 or 3 business sectors addressed leading to overall participation of maximum 45 individuals per 'round-table' discussion group
  • Regional Certified SB/DVBEs invited to participate in opening session and modified Contracting Opportunities Partnering Workshop
  • Agency/Department specific Contracting Opportunity Partnering Workshop
  • Potential Prime Contractors invited to participate (relating to specific CSSI and/or large contract opportunities)
Regional Countdown Structure:
  • Builds anticipation, trust and momentum
  • Makes participation physically and economically more feasible for small business owners / leaders
  • Addresses business sector specific challenges and solutions for increased economic success
  • Incorporates the offerings of the May 17 event focusing on Technology
  • The targeted 'Partnering Workshops' would minimize expenses by State Agencies and Departments while maximizing relevant contracting opportunities for SB/DVBEs

The Action Summit takes into consideration numerous factors:

  • Los Angeles was the 'home' of the Governor's very successful 2003 Economic Summit which took place the same week that he was inaugurated with attendance exceeding 1,300
  • Multi-Track Offering showcases the Governor's Road-Map for continued economic development for the State and provides 'hands-on' opportunities for SB/DVBEs to interact with local,regional, statewide, national procurement officials.
