To be considered a valid small business and/or DVBE participant in an applicable state contract bid competition, your complete certification application package must be received by the Office of Small Business and DVBE Services (OSDS) no later than 5 p.m. of the bid due date. Your certification effective date will be the date the application is properly received and deemed complete by the OSDS. Incomplete application submittals will delay your certification status and may result in the loss of your 5 percent preference eligibility.
Applications are processed on a "first-in", "first-out" basis unless an expedite is requested. Expedite requests will be considered by the OSDS as follows:
- You must be actively bidding on an upcoming State of California solicitation.
- The law allows certification applicants until 5 pm of the bid due date to properly submit a complete certification application and all required support documents to the OSDS. However, to better meet your certification needs, the OSDS prefers to receive your written expedite request and complete certification application package a minimum of 5-10 working days prior to the bid due date.
- A complete application package includes the following:
- A completed certification application and all required support documentation. (An incomplete submittal will delay your certification and results in the loss of your 5 percent preference eligibility.)
- A written expedite request, and
- A copy of the State solicitation document that shows the solicitation bid due date.
- You may mail, hand-deliver or express-mail your expedite package to:

Appointments to meet with a certification analyst in our West Sacramento office are available. In most cases, you will receive an immediate determination of your certification status at the end of your appointment. The same complete documentation submittal requirements and lead-time apply to our appointment customers as they do for all expedite requests.
