Job Order Contracting
The California State University Office of the Chancellor entered into an agreement with the Gordian Group to develop and implement a CSU Systemwide Job Order Unit Price contracting system for repair and repetitive work to be done according to unit prices. JOC is a method to procure construction services that saves money, saves time, and increases the quality of small to medium size maintenance, repair and minor new construction projects. It is a competitively bid , firm fixed price, indefinite quantity contract. JOC's typically have a base term with two to four options. When the award is made the individual projects are accomplished by issuing a series of individual work orders to the contractor implemented.
A JOC contract is essentially a comprehensive procurement system for obtaining construction services at an expedited pace and at a significantly lower cost than what is associated with traditional public works contracting.
The JOC models developed and implemented by the Gordian Group have been instrumental in helping their public and private sector clients achieve their socioeconomic participation goals.
The JOC system has been very successful in nurturing the development of M/W/DVBE and small businesses from the subcontractor level to the JOC prime contractor level. This performance based approach lends itself to a mentoring environment where the larger JOC prime contractors can assist smaller subcontractors in the areas of insurance assistance ,certified payroll reporting, umbrella bonding and basic business assistance associated with a growing Small/DVBE business.
The Office of the Chancellor has implemented the JOC system to increase our efficiency in contracting with DVBE and Small Businesses while decreasing the cost and delivery time associated with public works contracting.
JOC is a tailor made mechanism that can be used to grow and develop DVBE and Small Business vendors in the public works arena. A JOC cannot exceed $ 3,000,000.00 per contract year, projects awarded under a JOC cannot exceed $ 400,000.00 per project.
To date the California State University system has 18 campuses out of 23 who are implementing or have implemented JOC.
