EXECUTIVE SUMMARY:
As a result of the Governor's request that each State Agency increase their Small and Disabled Veteran Participation goals, the Department of Managed Health Care's Small Business Advocate has dedicated his attention to increase the Department's participation goals. Without Mike Loterbauer's commitment, which includes outreach to vendors and training of staff within the Department, the Department of Managed Health Care would not have been able to attain the goals set by the Governor and Legislature.
WRITTEN NOMINATION:
Mike Loterbauer has proactively solicited Small Business and Disabled Veteran Business vendors, which has enabled the Department of Managed Health Care to meet and exceed the required minimum participation goals.
As the Department's Small Business Advocate, Mike enthusiastically attends all local Small Business Forums, which has allowed him to effectively network and locate other Small and/or Disabled Veteran Businesses which the Department can use in the future. He continues to educate the office contacts within the department, advocating the use of the DGS web site to find Small and/or Disabled Veteran Businesses for their purchasing needs. Mike regularly contacts vendors which are not certified as Small and/or Disabled to explain the certification process and encourages them to apply. Through this contact, many of the vendors have become certified through the Department of General Services. Mike's initiatives have made the department's Small Business/Disabled Veteran Business Enterprise outreach program a success.
Mike Loterbauer is the Department's Procurement Officer; therefore he reviews each purchase order as it comes through the Business Management Unit. If a Small or Disabled Veteran Business is not chosen, he will do research to determine whether a Small or Disabled Veteran Business can provide the goods being requested at a competitive rate. If a vendor is found, the vendor information is passed on to the requestor so that they can contact the vendor for any future purchases. Mike takes the extra steps necessary to make sure that Small and Disabled Veteran Businesses are considered for all purchases. As a result, through Mike's efforts, the Department has been able to meet and exceed the required minimum participation goals.
The Department of Managed Health Care would like to nominate Mike Loterbauer for the 2003 State Agency Recognition Award for education and outreach relating to the State's Small Business and Disabled Veteran Business Enterprise Program.
