Update on Implementation of SB 115
DVBE Incentive
 
 
The passage of Senate Bill 115, effective January 1, 2006, provides for an incentive for disabled veteran business enterprises per Military & Veterans Code Section 999.5(a).  A committee consisting of representatives from the State of California and the supplier community met to discuss the incentive and reviewed a proposed approach.  A phased implementation is in progress.
  • Implementation commenced January 1, 2006, within the Department of General Services, Procurement Division (PD) for acquisitions of goods and information technology goods/services conducted on behalf of customers external to PD.
  • The incentive is effective June 1, 2006, for those departments that Procurement Division has delegated purchasing authority.
  • Following adoption of regulations, the incentive will be implemented statewide for all other applicable acquisitions (e.g., public works projects). 
  • DGS proposes DVBE Incentive regulations.  The public comment period ends June 1, 2007 at 5:00 pm.  The public hearing is June 1, 2007 starting at 10:00 am.  Go to DVBE Incentive Regulations to view rulemaking file.
