The Office of Surplus Property Reutilization (OSPR) (click for map) is responsible for the proper disposition of all State-owned surplus personal property and for the allocation of Federal surplus personal property to the State of California's qualified recipients. State surplus property is available to the public through auctions held every six weeks at our warehouse on 1700 National Drive. Scroll down for more information on Public Auctions.

State-Owned Surplus Personal Property Program and State Agency Responsibilities

  • Still useable State-owned surplus personal property represents a significant asset. Accordingly, all State agencies are required to extend the useful life of surplus property in their possession, following specific guidelines provided by the OSPR, which is responsible for reviewing and approving all State agency dispositions of State-owned surplus personal property prior to disposition.
  • When State-owned surplus personal property in the possession of a State agency is no longer useable, the agency is responsible for arranging to have the property recycled or disposed of in an environmentally responsible manner, and the action must have the prior approval of the OSPR.
  • All State agencies are required to submit online a completed Standard Form 152 or Standard Form 158, as applicable, to the OSPR for review and online approval prior to making final disposition of State-owned surplus personal property. Agencies submit the completed forms via the California Surplus Property System (CSPS). Logging in requires the use of Internet Explorer. Once logged on, the transferable property search feature allows State agencies to view State-owned surplus personal property that is available for transfer to other agencies. When required, the OSPR will provide guidance on how to use the CSPS site to view property that is available for transfer, and how to complete Standard Form 152 and Standard Form 158 for online submittal.

Federal Surplus Personal Property Program

  • The Federal Surplus Personal Property Program Office allocates Federal surplus personal property to the State of California's qualified recipients. The program office determines an organization's eligibility to receive federal surplus personal property based on stringent federal government guidelines, and ensures that allocated property is being used as the recipient represented it would be used within the time period restrictions established by the federal government.

Public Auctions

OSPR holds public auctions of surplus personal property. The date of the next auction will be December 6, 2008. The day before the auction, the OSPR holds a public auction preview, giving those interested in attending the auction the opportunity to inspect the items to be auctioned. A private sector auctioneer conducts the auctions on behalf of the OSPR and also posts the auction preview, auction dates, times and auction locations.

Anyone may attend an auction and may bid for any item in the auction. State, local government and school district representatives who present proper authority/approval on agency or school district letterhead may register to bid without a deposit and may pay for approved purchases with an agency purchase order. All others that wish to bid must pay a $100 cash refundable deposit to receive a bidder's paddle. The only methods accepted for payment for all purchases are cash, cashier's check, Visa, or MasterCard.
