Master Agreements and Statewide commodity contracts are the State's main procurement vehicles for leveraging its buying power. Master Agreements and Statewide Commodity Contracts are generally Statewide agreements that have been competitively bid, prices analyzed and do not have dollar limits or limitations to their use except as otherwise noted in the agreement or contract.
Please note that master agreements have been affected by the Governor's Executive Order D-55-02. Statewide contracts have not been affected except for a very few that are non-competitive. Please refer to the Management Memo MM 03-10 for guidelines concerning using these contracts and masters.

The enabling legislation for the Department of General Services (Govt. Code 14600) centralized the procurement function allowing the State to leverage its buying power by consolidating the requirements of many agencies. Master Agreements and Statewide Commodity Contracts are the State's main procurement vehicles for leveraging its buying power. Over the years these have now become time honored tools that allow the customer (the State or participating local agency) the option to place orders directly with the contractors. The contracts and agreements have the unique advantage of being specialized to the needs of the customer while still maintaining the flexibility to change as the needs change. Contractors are able to offer excellent service and support for their products that is tailored to the customer's needs.
Master Agreements and Statewide Commodity Contracts are generally Statewide agreements that have been competitively bid, prices analyzed and do not have dollar limits or limitations to their use except as otherwise noted in the agreement or contract. Master Agreements and Statewide Commodity Contracts have completed the bidding process so that each of the individual State agencies do not need to repeat the process, time and again, for the same products or services.
Statewide Price Schedules are agreements normally meant only for limited dollar purchases of types of products that generally preclude competitive bidding. They are established to allow easy access to repetitively purchased products in periodic demand that are of a unique nature.
Private companies, by law, are given the opportunity to sell their product or services to State agencies when these products or services meet the needs of the State. Typically, a call for bids is issued to companies that have asked to sell those items or services to the State. These bids, usually an invitation for bids, (IFB) or a request for Proposals (RFP), are advertised on the California State Contracts Register if they are in excess of $25,000.
