Microsoft Enterprise License Agreements (MELA)

The Department of General Services, Procurement Division (PD), has entered into a cooperative agreement with the County of Riverside based on their Request for Proposal (RFP) for the acquisition of Microsoft software enterprise licensing and maintenance (upgrades).  As a result, the PD has established Software Cooperative Agreements (SCA) with certain authorized resellers for State department's use effective December 1, 2005.

Highlights regarding the SCAs include:

Basic User Instructions:

    1. State departments solicit a minimum of three (3) SCA contractors to acquire offers
    2. Utilize a Std. 65 Purchasing Authority Purchase Order
    3. No maximum dollar limit per order
    4. State departments use only
    5. DGS Administrative fee is applicable, maximum $35,000 per order

Discounted Pricing: Prices are discounted and maximums are based on the competitive bid conducted by the County of Riverside.  State agencies are encouraged to negotiate lower prices.

Note: Employee purchase benefits are not available under the SCA contracts.

Work at Home License (WAH) and Home Use Program (HUP)

State departments should use their own discretion in determining whether a Work at Home License and the Home Use Program is a viable fit for their business model.
