Software Licensing Program SLP - Contract Information

Software Licensing Program (SLP) Contracts
 
Introduction
 
The Software Licensing Program (SLP) was established in January 1994 and is administered by the Department of General Services, Procurement Division.  Extensive software discounts are negotiated with major software publishers that are then passed on to the state through the SLP contracts established with authorized participating resellers.  

When to Use SLP Contracts
 
SLP contracts are established to reduce the need for individual departments to conduct repetitive acquisitions for proprietary software licenses and software upgrades without taking advantage of the large volume discounts offered by the software publishers.  

How Departments Use SLP Contracts?
 
Departments solicit a minimum of three (3) contractors; obtain offers and award purchase orders based upon best value as determined by the needs of the individual department.  Departments contact the SLP contractor directly to obtain a copy of the specific SLP contract.

SLP Contract Price is Maximum
 
SLP contract pricing is maximum.  Departments are strongly encouraged to negotiate lower prices and seek competition.  

SLP Amendments
 
Original orders, which include options for changes (e.g., quantity), that were evaluated and considered in the selection for award during the Request for Offers process, may be amended consistent with the terms of the original order, provided that the original order allowed for amendments.  If the original order did not evaluate options, then the NCB process must be followed for the amendments.  
 
Amendments may be executed for incidental omissions such as:
Transposition of numbers from the solicitation response to the purchase document or for inadvertent failures to include such things as contact names or for mistyped addresses.  This does not apply to changes in quantity.  Amendments may also be executed for contractor name changes that have been authorized in the SLP contract.
