Purchasing Authority Management Section

The Purchasing Authority Management Section (PAMS) is part of the External Operations Branch within the Procurement Division.  Please refer to the following program descriptions for additional information regarding PAMS programs and for contact information:
 

The Department of General Services (DGS) grants purchasing authority to State departments that request this authority and meet specific requirements.

 

A CMAS contractor compliance review is the post-purchase examination of orders placed by departments against CMAS contracts with CMAS contractors.
 
The Prompt Payment Program studies State agencies payment processes and assesses the cycle time of payments to suppliers, provides payment assistance and advocacy services to suppliers and State agencies, and annually reports the number and amount of late payment interest penalty payments paid to suppliers each year.
 
Departments must advertise competitive solicitations for all service contracts $5,000 and greater.  An exemption from this requirement must be requested (1) to exempt a competitive solicitation from the requirement or (2) when a competitive solicitation is neither feasible nor possible.
