Basic Workshops

The Department of General Services, Procurement Division is pleased to offer a series of Basic Acquisition Workshops designed to bridge the Basic and Intermediate  Programs.

Between taking the Basic Acquisition Certificate Program and taking the Intermediate Acquisition Certificate Program, a state procurement professional will gain additional experience in state purchasing by attending Basic Acquisition Workshops.  

There are no prerequisites for most Basic Acquisition Workshops.  However completion of the Basic Acquisition Certificate Program, the Statement of Work Workshop, plus one additional Basic Workshop of your choice are required prerequisites for enrollment in the Intermediate Acquisition Certificate Program.

Non-IT Goods under $5,000
The focus of this workshop is on Non-IT Goods under $5,000. Upon completion of this workshop, new buyers will understand:

  • Procurement-related terminology and acronyms 
  • How to use the Purchasing Authority Manual
  • How to use pre-existing state programs and contracts
  • How to do a competitive acquisition
  • File documentation

Recommended for professional buyers with less than two years experience.

Statement of Work

The Statement of Work workshop will provide all staff who participates in the acquisition process basic concepts and discussion opportunities with real case study examples and sample documents. The workshop will include basic information such as:

  • Definitions, general principles and types 
  • How to use the SOW/specification, guidelines and research techniques
  • How to format, a review of samples, and a list of resources
  • Responsibilities and determinations of the buyer and acquisition team

There will be hands-on exercises, tools, and materials as part of the in-class learning experience to demonstrate the concepts discussed in this session.

Services Contracting
This two-day workshop provides an introduction to services contracting for new contract analysts, buyers, and program staff. You will be introduced to:
  • Use of the State Contracting Manual (SCM)
  • Issues and considerations regarding consulting services, legal services, and personal services contracts
  • Discussion of other contract types such as Public Works, Information Technology (IT), and non-IT goods to compare the different acquisition processes

Recommended for professional buyers with less than two years experience.

Leveraged Procurement Agreements

This one day course will walk you through the various Leveraged Procurement Agreements and when to use each type of agreement.  You'll learn which purchasing method to use to best meet each acquisition need.  This training will not only show you the procedures and special issues within each type of agreement, but will also give you hands-on experience while you search for contracts, vendors, products, and services.  Upon completion of this workshop, students will review the following LPAs:
  • CMAS (California Multiple Award Schedules)
  • Master Agreements
  • WSCA (Western States Contracting Alliance)
  • SLP (Software Licensing Program)
  • Statewide Contracts
  • State Price Schedules

Environmentally Preferable Purchasing

This workshop will acquaint State buyers and other interested parties with California's Environmentally Preferable Purchasing (EPP) and State Agency Buy Recycled Campaign (SABRC) programs. Upon completion of the workshop students will understand:

  • The elements of EPP 
  • How to identify key environmental atttributes of a product 
  • How to specify environmentally friendly or "green" products
  • "Green" products available on State contracts
  • How to use EPP Best Practices Manual
  • How to interpret eco-labels and recognize "greenwashing"
  • Elements of the SABRC program
  • How to comply with SABRC reporting requirements

Commercially Useful Function
 
This workshop will discuss the four requirements for certified firms to provide a Commerically Useful Function (CUF) and define the department's responsibility in identifying and documenting CUF.  Upon completion of the workshop students will be able to:

  • Define the meaning of CUF
  • Identify the four requirements needed to determine CUF
  • Define a department's responsibility as it applies to determining CUF for each individual contract
  • Identify the available resources for CUF

Documentation

Good documentation is essential. Learn the documentation requirements for all Non-IT Goods, IT Goods and Services and LPAs. Whether you buy adhesives or CDs or anything in between you will benefit from this course. During this 1/2 day session you will learn:

  • What documentation is required
  • When it's required
  • The essentials of good acquisition documentation practices

Non-Competitive Bids

There is a time and a reason for Non-Competitively Bids (NCB).  The trick is getting them right the first time.  Learn the basic requirements for NCBs and the differences between NCBs for IT Goods and Services, Non-IT Goods and Non-IT Services. This workshop will provide you with the opportunity to review the NCB forms and write a justification for an NCB. By the end of this session you will be familiar with:
  • When an NCB is necessary
  • Exemptions to the NCB process
  • The authority to proceed with an NCB
  • The approval process for NCBs
  • The NCB Contract Justification procedure and form
  • Reporting requirements for NCBs

Evaluation Criteria
Evaluation criteria are a vital component of the procurement process.  In this workshop you will learn:
  • Criteria development and how to evaluate based on specific standards
  • Mandatory and non-mandatory requirements
  • How to avoid pitfalls of poor evaluation criteria in your solicitation
