PURCHASING AUTHORITY The Procurement Division (PD) grants purchasing authority to State departments that request this authority and meet specific requirements. Departments must be granted purchasing authority in order to purchase goods valued over $100. Click on the links below for more information about delegated purchasing authority:
LEVERAGED PROCUREMENT AGREEMENTS (LPAs) Leveraged Procurement Agreements (LPAs) allow departments to buy directly from suppliers through existing contracts and agreements. They are available to California State, county, city, special district, education, and other governmental entities. Click on the links below to find out more about the LPA programs:
- California Multiple Award Schedule (CMAS) - California Multiple Award Schedules (CMAS) offer a wide variety of commodities, non-IT services, and information technology products and services at prices which have been assessed to be fair, reasonable, and competitive.
- Master Agreements - Master Agreements are contracts that are competitively bid by DGS. They establish a pre-qualified list of vendors and simplify the purchasing process for the end user.
- State Price Schedules - State Price Schedules establish a pre-qualified list of vendors and simplify the purchasing process for the end user.
- Statewide Commodity Contracts - Statewide commodity contracts are the State's main procurement vehicle for leveraging its buying power. Established through competitive bids, they do not have dollar limits or limitations to their use except as otherwise noted in the agreement or contract.
- Software Licensing Program (SLP) - The Software Licensing Program (SLP) offers extensive discounts that are negotiated with major software publishers that are then passed on to the State through SLP contracts established with authorized participating resellers.
- Western States Contracting Alliance (WSCA) - WCSA contracts are multi-state cooperative agreements for commodities, IT goods & services, and telecommunication goods and services.
ONE TIME PURCHASES The Procurement Division conducts one-time procurements on behalf of state departments for purchases that exceed a department's delegated purchasing authority.
