The Department of General Services, Procurement Division, and the California State University (CSU) are pleased to begin offering a series of Basic Acquisition Workshops designed to bridge the Basic and Intermediate Programs.
Between taking the Basic Acquisition Certificate Program and taking the Intermediate Acquisition Certificate Program, a state procurement professional will gain additional experience in state purchasing by attending Basic Acquisition Workshops. Prior to enrolling in the Intermediate Certificate Program, participants will be expected to attend at least two Basic Acquisition Workshops.
There are no prerequisites for most Basic Acquisition Workshops; however completion of the Basic Acquisition Certificate Program plus two Basic Workshops is a required prerequisite for enrollment in the Intermediate Acquisition Certificate Program.

Non-Competitively Bid

Services Contracting I
This two-day workshop provides an introduction to services contracting for new contract analysts, buyers, and program staff. You will be introduced to:
- Use of the State Contracting Manual (SCM)
- Issues and considerations regarding consulting services, legal services, and personal services contracts
- Discussion of other contract types such as Public Works, Information Technology (IT), and non-IT goods to compare the different acquisition processes
Prerequisite: None Recommended for professional buyers with less than two years experience.

Services Contracting II
This workshop provides an in-depth study of services contracting for the professional buyer. This course includes:
· Instructor-facilitated team projects that include IFB/RFP development of evaluation criteria and statement of work.
· Additional team projects addressing issues in consultant services contracts, Master Services/CMAS, cost justification, PCC § 19130 justification, protests, contract language, and the non competitive bid (NCB) process.
Prerequisite: Services Contracting 1 or a minimum of 6 months experience as a professional buyer

Statement of Work
The Statement of Work workshop will provide all staff who participates in the acquisition process basic concepts and discussion opportunities with real case study examples and sample documents. The workshop will include basic information such as:
- Definitions, general principles and types
- How to use the SOW/specification, guidelines and research techniques
- How to format, a review of samples, and a list of resources
- Responsibilities and determinations of the buyer and acquisition team
There will be hands-on exercises, tools, and materials as part of the in-class learning experience to demonstrate the concepts discussed in this session.

Environmentally Preferable Purchasing (New)
This workshop will acquaint State buyers and other interested parties with California's Environmentally Preferable Purchasing (EPP) and State Agency Buy Recycled Campaign (SABRC) programs. Upon completion of the workshop students will understand:
- The elements of EPP
- How to identify key environmental atttributes of a product
- How to specify environmentally friendly or "green" products
- "Green" products available on State contracts
- How to use EPP Best Practices Manual
- How to interpret eco-labels and recognize "greenwashing"

Commercially Useful Function (New)
This workshop will discuss the four requirements for certified firms to provide a Commerically Useful Function (CUF) and define the department's responsibility in identifying and documenting CUF. Upon completion of the workshop students will be able to:
- Define the meaning of CUF
- Identify the four requirements needed to determine CUF
- Define a department's responsibility as it applies to determining CUF for each individual contract
- Identify the available resources for CUF
